California Senate Bill 721 (SB721), requires that beginning January 1, 2019, all multifamily buildings with 3 or more dwelling units that have “Exterior Elevated Elements” (EEEs) are to be inspected by a 3rd party inspector and certified as safe for continued use. The Inspection/Report must be completed by January 1, 2025.
All EEEs above 6 feet from adjacent grade such as balconies, decks, stairways and stair Landings are to be inspected to ensure that these EEE’s are safe for use.
Building owners are required to have EEEs on their properties inspected by a private 3rd party licensed by the state by January 1, 2025 – EEEs must be inspected every six (6) years thereafter.
The inspector is required to provide a detailed inspection report to the building’s owner within 45 days. The inspection must include at least 15% of each type of EEEs to ensure the loadbearing, Structural and waterproofing elements are safe and free from hazards such as fungus, deterioration, decay, or improper alteration to the extent that life, limb, health, property, safety, or welfare of the public or occupants are not endangered.
